A new website is on its way. This page is a stand-in while we finish it.

emPulse™ Youth Justice Analytics

Designed for Inquiry.Built for Youth Justice.

For systems that want to see themselves clearly.

Your data exists. It lives in your case management system, in spreadsheets, in reports that took weeks to produce. But when a leader asks a question, or when you have one yourself, getting to an answer is rarely fast or simple. emPulse was built for that gap. It works in your browser, from the data you already have, with no integration and no implementation timeline. Nothing gets installed, and no youth data goes to the cloud.

When being data-driven feels out of reach

Eighteen years on one question, and the tool it inspired

A free one-hour session introducing emPulse™, with a live demonstration of both modules and the four design decisions behind them. Open to anyone in the field, from practitioners to their partners and funders. Everyone who registers gets the recording.

How it works

  1. Export Your Data

Export a simple file from your case management system, one per module. The format is the same across systems. Empact provides the spec, and help is available if you want it.

  2. Open It in Your Browser

Load the file in your browser. Every calculation runs on your own machine, and no case records are sent to a server.

  3. Click & Discover

Click a bar or a segment in any chart and every chart on the page updates to match. Follow the question as far as it goes, down to the records underneath.

Maps are off unless your site turns them on. With maps on, ZIP codes go to a map service so the map can draw, and nothing else does.

The two modules

Youth Detention Analytics

Detention from the front door onward: who is screened, who is held, for how long, and what the alternatives are doing.

  • Detention Screening. The screening tool's recommendation set beside the decision made, overrides and their reasons, and who gets screened.
  • Secure Detention. Admissions, releases, length of stay, and average daily population, before and after disposition.
  • Alternatives to Detention. Entries, exits, and length of stay by program type, and whether each exit was completed or disrupted.
  • Explore Trends. Admissions, daily population, length of stay, and releases over time, for detention and for the alternatives, by any breakdown.

Case Flow

The path of a referral from first contact to disposition.

  • Referral Flow. One picture of the whole path, from referral to decision to court to disposition. Click any band to follow that group forward.
  • Intake and Diversion. What happens at the referral decision, and how diversion and informal adjustment are used and completed.
  • Court and Outcomes. Who continues at each step from petition to adjudication to disposition, how long each step takes against the targets your site sets, and where youth end up.
  • Explore Trends. Referral volume, diversion and informal adjustment rate, petition rate, adjudication rate, out-of-home rate, and processing time over time.

Insight beyond oversight

Most data work in youth justice serves oversight: producing the numbers someone else requires. For two decades, Empact Solutions has worked to strengthen a culture of inquiry, one that values data in service of system improvement. emPulse puts that purpose into practice. Its interactive design helps people follow questions, explore patterns, and better understand how their systems make decisions. Oversight asks systems to account for what happened. Insight helps them understand it and decide what to do next.
